Default value if not given is "false"; only basic mobile theme for now will
have it "true". If true, the stylesheet and template edit pages under theme
customization will have two tabs for mobile and standard; if false, only
standard will be present (whether for responsive themes or unresponsive where
the user is not concerned with supporting multiple devices).
