Glen Mazza resolved ROL-2038.

Resolution: Fixed
Design is fine for single-theme themes, good for the vast majority of our user
base. And the stylesheet and templates brought in for a dual theme each have
"standard" and "mobile" tabs. However has a slight shortcoming for dual-theme
in that if a new template file A is created for the dual theme, only the
"standard" for it would be available; if the standard is not good for both
mobile and custom, the user will need to create a second custom file B and have
the standard parent template link in A and the mobile parent template link in
B. Alternatively, when statically creating the theme at the beginning, to just
include all expected templates at that time. Both workarounds should be good
enough for now.
