getPopularTags() fixed, also the other issue I stated about not showing "Hot
Tags" if you're not showing the tag cloud (i.e., when fewer than 5 tags) fixed.
Only thing left for Gaurav is the category issue on the gaurav theme, and this
item can be closed Resolved/Fixed. (The foundation upgrade on fauxcoly is part
of ROL-2021 or a new JIRA, not this one.)
