Japanese users send HTTP requests with following {{Accept-Language:}} as
follows:
* ja (Firefox etc)
* ja-JP (Intenet Explorer etc)
Currently we have a resource bundle for Japanese language named
{{ApplicationResources_ja_JP.properties}}, so it will be used for only users
who send their request with {{ja-JP}}.
Renaming {{ApplicationResources_ja_JP.properties}} to
{{ApplicationResources_ja.properties}} will make both users can be used
Japanese messages.
