AFAICT, the documentation is currently only produced in ODT format.
This means that users have to install a suitable reader.
There are other formats that don't require extra software, or which require
software that is generally already installed.
It is likely that users will already have a reader for PDF files, so that would
be an easy way to make it simpler.
