This is aimed at adding the following two features to monitors in samza rest.
1. To add the ability to set the periodic scheduling interval for different
monitors to different values. For instance, a monitor could be scheduled to run
every 5 minutes and another monitor could be scheduled to run every 10 minutes.
2. To enable the support for creation of custom configurations for the
individual monitors. These custom configurations will be passed into monitor
instances through a MonitorFactory implementation.
