Summary: Add metrics for operator message received and execution

Fix For: 0.13.0
We should add metrics for messages received by each operator (counts or rates)
and timers for processing time in each operator for easier debugging. We should
also add timers for actions taken in window (triggers, join TTL) etc.
TBD: Granularity of metrics (per container/per task/per operator).
