Job coordinator (AM) High availability (HA) will bring up a new AM which can
connect to already running containers of the job. This ticket is to make the
new AM accept the list of already running containers provided by the cluster's
resource manager. new AM should launch only those containers which are part of
the job model but not in the list of running containers.
Deliverable includes ensuring correctness of metrics and containers launched
