Perhaps a better strategy for determining when we poll systems is to just make
it time-based. We could define something like maxPollLatencyMs, which would
define the maximum amount of time we'd go between system polls. The
SystemConsumers would then either poll when there's no more data for any
stream, or when the max poll latency has expired. If the max poll latency has
expired, only streams with no data will be polled.
