bq. I +1 for ConfigStream because the stream serves the same goal as current
config file and it's easy for users to understand the goal of this stream – to
config the job.
I think where it gets confusing is that we actually also store offset
checkpoints there, and will end up using the config stream to control the job
(e.g. restart containers, etc). It seems that it goes beyond just mere config.
