Here are my thoughts:

# We should update FileReaderSystemAdmin to support coordinator streams. This 
should be pretty trivial to do (it's just a no-op). This will allow us to have 
unit tests that just use the file reader system.
# Users will either have to run Kafka, or have a SystemAdmin implementation 
that supports coordinator streams (HBase, ZooKeeper, etc).

Out of the box (2) means you'll have to run Kafka with Samza to run even 
trivial jobs.
