### Purpose of this pull request
In this PR, I removed the `updateJobState(JobStatus.SCHEDULED)` call.
When `updateJobState(JobStatus.SCHEDULED)` is invoked inside `startJob()`, a
job that has already transitioned from `PENDING` to `RUNNING` is unnecessarily
moved back to `SCHEDULED` and then immediately returned to `RUNNING` again.
This extra state transition is redundant and has been removed.
### Does this PR introduce _any_ user-facing change?
No.
### How was this patch tested?
I believe the existing tests already cover this change.
