   ## What does this PR do?
   
   Stabilize `seatunnel-engine-server` tests on Windows by replacing 
hostname-based local member discovery with the IPv4 loopback address in 
Hazelcast test configs, client configs, and test-only worker addresses.
   
   ## Why is this needed?
   
   The failing Windows workflow on August 16, 2026 from 
https://github.com/abolfazlmadanii/seatunnel/actions/runs/31946366223 showed 
Hazelcast resolving `localhost` to both `127.0.0.1` and `::1` during test 
startup. That leaves the engine server test cluster exposed to dual-stack 
discovery drift on Windows and lines up with the `Node failed to start!` and 
cleanup timeout failures that hit `TaskTest`, 
`CoordinatorServicePipelineCleanupTest`, and 
`CoordinatorServiceTest.testTerminalZombieJobShouldNotRestartAfterMasterSwitch`.
   
   This PR keeps the change strictly in test code and test resources so the 
production runtime behavior stays unchanged.
   
   ## Validation
   
   - `./mvnw -pl seatunnel-engine/seatunnel-engine-server -am spotless:apply`
   - Functional validation is left to GitHub CI for this SeaTunnel CI-fix 
workflow.
