Thanks @nzw921rx, @DanielLeens — the conflicts are resolved. The conflict came from #12034 landing in `dev`: it added its own `@Test` to the same `SplitClusterPendingJobLifecycleFailoverIT` file this PR extends. I merged the latest `dev` and kept both test methods intact (no assertion in either was changed). Current state on head `4744f77`: `mergeable = true`, `mergeStateStatus = BLOCKED` (review only), and `Build` completed `success`.
