I'd be happy to pick this up. The `page`/`rows`/`state` params already exist on `running-jobs` and `finished-jobs`, so my plan is to check whether `JobHistoryService.getJobStatusData()` actually pushes those down into the IMap iteration or just filters after fully materializing `finishedJobStateImap.values()`. If it's the latter, I'll fix it so the scan short-circuits instead of scanning everything first. I'll leave the retention/TTL side of things to #10767 rather than duplicating it here.
