Thanks @goutamadwant. I rechecked the stated phases against the linked implementation work. PR #11512 is the runtime-reporting foundation: it keeps the experimental reader and enumerator reports inside the engine and deliberately leaves REST, CLI, metrics, completed-checkpoint positions, and restored positions for later slices. Its current head still has a Build in progress and requires maintainer review, so this foundation is not yet a completed phase. Draft PR #12137 is correctly described as a dependent MySQL validation slice, not an independent completion signal. Its Build is currently failing, and its comparison must be reconciled after #11512 lands on dev before it can be treated as ready. Please keep the STIP phase boundaries explicit: first merge and verify the foundation on its exact head; then rebase the validation-only follow-up onto dev and rerun its complete checks; only after that consider separately exposing stable operational interfaces.
