   related: #12087, #12140
   
   This PR implements the server-local advisory autoscaling Slice 1 extracted 
from the original autoscaling implementation in PR #12140.
   
   Included modules:
   
   - Core autoscaling models and immutable snapshots
   - Internal `AutoscalerRuntimeConfig` with defaults and validation
   - Hierarchical policy evaluation
   - Stabilization tracker, fencing, idempotency, and bounded state store
   - Worker heartbeat metrics reporting
   - ResourceManager worker sample and resource shortage integration
   - CoordinatorService active-master lifecycle and evaluation loop
   - Core policy and lifecycle tests
   
   ## Slice 1 Scope
   
   This PR follows the server-local direction discussed in STIP #12087, with 
one deliberate adjustment: it includes the internal
   runtime wiring required to form a complete autoscaling vertical slice.
   
   Compared with the stricter Slice 1 split, this PR also includes Worker 
heartbeat metrics reporting, ResourceManager sample/shortage integration, 
`ReportAutoscalerMetricsOperation`, and CoordinatorService lifecycle/evaluation 
wiring. 
   
   These are internal Zeta runtime components required to complete the flow:
   
   - Worker metrics → ResourceManager state → CoordinatorService evaluation → 
advisory recommendation.
   
   Slice 1 also introduces the internal `AutoscalerRuntimeConfig` with defaults 
and validation. User-facing YAML/Option configuration will be added in Slice 2 
and mapped to this internal model.
   
   REST APIs, Prometheus/OpenMetrics exports, public configuration, 
documentation, worker membership mutation, and running-job rescaling remain out 
of scope for this PR.
