### Purpose of this pull request Related to #10753 and #2649. Adds a sink independently of source PR #10900. - Encode RFC 5424 messages with RFC 5425 octet-counted framing. - Add validated TLS/mTLS, structured-data escaping, bounded writes and checkpoint failure propagation. - Add registration, documentation, examples and receiver integration tests. ### Does this PR introduce _any_ user-facing change? Yes. Adds an opt-in Syslog sink for batch and streaming jobs. This slice supports TLS only, without automatic retries or durable-delivery guarantees. Existing connectors are unchanged. ### How was this patch tested? - Java 8 and Java 11: 24 focused tests passed on each JDK, including TLS, framing, serialization and transport failures. - Selected Zeta, Flink 1.13.6 and Spark 3.3.0 runs passed against independent syslog-ng 4.12.0. - Verified password masking, worker certificate access and resource cleanup.
