Confirmed. The current `LengthValidationRule` only treats `byte[]` as an
array and otherwise reaches the string fallback, so ordinary Java arrays are
measured by their identity text rather than their element count. PR #12320
changes that central rule with `Array.getLength`, which correctly covers
primitive and object arrays without flattening nested arrays or changing String
and Collection behavior.

The linked regression matrix covers the important type and error-policy
boundaries. Its Build check is queued, so the issue remains under review and no
separate implementation should be started. The upgrade note is appropriate
because this is an observable validation correction even though no option,
default, or state format changes.
