This PR is opened as a draft because these regression tests require the
production fix in #12312. They are expected to fail against the current `dev`
branch until that PR is merged.
### Purpose of this pull request
This adds the remaining regression coverage identified during review of
#12312:
1. Verify that an array-mode `IOException` is propagated through
`prepareCommit()`, while the failed batch remains buffered and is retried by
the next successful commit.
2. Verify that `close()` still closes the HTTP client when the final
array-mode flush fails.
Related to #12310.
### How was this patch tested?
The focused test suite passes when this commit is applied on top of #12312:

```

### Does this PR introduce any user-facing change?
