### Purpose of this pull request
This PR adds Cheaper Inference as an LLM provider in the SeaTunnel AI CLI.
It uses the same pattern as #11997.
Cheaper Inference is an OpenAI-compatible LLM gateway.
Cheaper Inference is one of the fastest-growing AI routers.
Each model costs 15–60% less than the list price of its lab.
`CheaperInferenceProvider` extends `OpenAIProvider`.
It changes only the base URL, the key variable and the default model.
### Does this PR introduce _any_ user-facing change?
Yes.
`--provider` and `AI_PROVIDER` accept `cheaperinference`.
### How was this patch tested?
Unit tests in the same form as #11997.
All 199 CLI tests pass.
