### Purpose of this pull request Fixes #12658. Refresh a TIMESTAMP field's cached formatter when the next row uses a different supported precision. The same stale-cache root cause affects CSV and Text, so they are covered by one focused PR. The analogous JSON change in merged PR #11264 is prior related work, not part of this patch. ### Does this PR introduce _any_ user-facing change? CSV/Text readers accept supported second/millisecond/microsecond/nanosecond values in one column, including precision changes in either direction. Unsupported patterns still fail; CSV now reports `COMMON-33` with the field/value instead of attempting to construct the former UNSUPPORTED_DATA_TYPE exception. EN/ZH source and incompatible-change docs explain this diagnostic change and migration for exception/code consumers. ### How was this patch tested? JDK 17: 22 tests passed — 9 CSV schema cases, 11 Text schema cases and 2 neighboring Text line-splitting cases. The identical suite passed on JDK 8 in the original batch. Coverage includes both precision directions, malformed input after cache warm-up, explicit sink timestamp-format round-trips and neighboring TIMESTAMP_TZ behavior. `./mvnw -pl seatunnel-formats/seatunnel-format-csv,seatunnel-formats/seatunnel-format-text -am -Dtest=CsvTextFormatSchemaTest,TextFormatSchemaTest -Dsurefire.failIfNoSpecifiedTests=false package` LocalFile IT/configurations and CSV/Text fixtures were added and compiled by root verify. Container E2E jobs were not executed. `./mvnw spotless:apply` and root `./mvnw -q -DskipTests verify` passed on the independent branch. Root verify skips test execution; it is not a full engine E2E run. ### Check list * [ ] New JAR license/notice changes (not applicable; no new dependencies) * [x] User documentation updated in EN/ZH * [x] Incompatible-change documentation updated in EN/ZH * [ ] Connector registration/distribution/config changes (not applicable; existing modules) AI assistance: DeepSeek and Codex assisted implementation, tests and this description. -- This is an automated message from the Apache Git Service.
