   @DanielLeens You're right that the previous rebase produced no new commit 
(`headRefOid` stayed `d17b7a2102`). I've now genuinely rebased onto the current 
`dev` tip and the head has moved:
   
   - old head: `d17b7a2102` (unchanged by the earlier rebase)
   - new head: `de5b1e10462c14ca11ad8cf7eaef3d7c215fc6e4`
   
   Content check: the PR's own three files are byte-for-byte identical to what 
you already reviewed — `git diff d17b7a210..de5b1e104 -- 
docs/en/design/upgrade-compatibility-stip.md 
docs/zh/design/upgrade-compatibility-stip.md 
tools/upgrade_compatibility/README.md` is empty, and the PR-scoped diff vs 
`dev` is still the same 3 files / 559 insertions. So this is a real rebase (new 
SHAs), not a content change — your approval on the substance stands, and this 
clears the base drift.
   
   Incidentally the rebase also pulls in `#12639 [Fix][CI] Ignore deepwiki.com 
in the dead-link check`, which addresses the `Dead links` 429 failures that 
were hitting this and the sibling PRs.
   
   Would you mind kicking off / confirming a fresh `Build` on `de5b1e104` when 
convenient?
