CI-fact update and a genuine new commit. Rebased onto the current `dev` tip: - old head: `c4b3e7538dcb813188e0a8f530e93685c34bc3bd` - new head: `4039cedc713c1b92ddbd902812756ce10a03a783` The PR's two test files are unchanged (`git diff c4b3e7538..4039cedc7` over the PR-scoped files is empty), so the approvals still apply. This clears the ~122-commit base drift and re-triggers `Build`; it also pulls in `#12639` (dead-link fix).
