Synced with current dev (`3556e91cc`) in `8491e4f66`, resolving the EN/ZH documentation conflicts while retaining the merged conversation-summary redaction. The combined review also exposed two redaction regressions, now fixed in this update: - Unterminated quoted values are redacted through the end of their own line. A dangling quote no longer pairs with a later line's quote and removes unrelated configuration. - Key matching starts at a token boundary, preventing quadratic rescanning of long credential-free text while retaining prefixed keys such as `jdbc_password` and `client_secret`. Added 13 regression cases for these boundaries and long inputs; the complete CLI suite passes with 259 tests and 3 subtests on Python 3.13. Ruff and Spotless pass. The Maven inputs are byte-identical to the tree whose required root verification passed in #12632; the CLI is not a Maven module, and its tests were executed separately on this branch.
