Merged current dev in bdcfccdb1 and resolved the ConfigBuilderTest conflict by retaining both sets of cases. The shared literal-key guard and the EN/ZH semantics described above are unchanged. The 46 selected configuration/REST tests and root verify passed on the merged tree.
