The test setup wasn't writing out the policy file so the "admin" user didn't
have privileges to execute the operation. I believe the reason this don't fail
all the time is because of the order of test execution. If this test runs
first, it will fail, but if another test runs before it the policy file may
have been created.
Fixed the issue by always writing out the policy file in the setup.
