Thanks [~prasadm] for mentioning the keys. I also tried to refactor setup
policyfile and cleanDB, but I found the improvement is not very obviously. So I
just have two improvements to cut down some runtime. The full implementation of
this umbrella will take more efforts. I think everyone who have another
improvement can take a sub-task of this umbrella.
