Summary: sentry client connection pool should could be reused in
service level

According the feedback in SENTRY-296, client connection pool is creating a pool
per client currently, it will more useful for clients like Impala that keeps a
single connection to cache policies. And some configuration such as restrict
per instance for a service also should be added.
