In SENTRY-1007 a performance improvement was added which cached the user's
sentry policy for the scope of query compilation for a single query. If many
short queries are being run it may be useful to cache this across multiple
queries. This JIRA is to track investigating whether a cache with a
configurable staleness policy would be a viable option.
