Break out the ALL privilege which currently allows all DDL operations into a
CREATE, DROP, and ALTER set of privileges as some users should be able to
CREATE tables in a database, others might have the power to DROP tables, and
others might need just the ability to ALTER. This flows much like other RDBMS
privileges.
