All validator in sentry-policy-xxx will be moved to sentry-core-model-xxx after
the refactor. To make KeyValue and PolicyConstants to be available to
sentry-core-model-xxx, move them to sentry-core-common, and PolicyConstants
will be renamed as SentryConstants.
