The Krovak projection is similar to the Lambert Conic Conformal (already
implemented in Apache SIS), but with the axis of the code not coincident with
the minor axis of the ellipsoid.
The Krovak projection is already provided in Geotk, but we were not the first
author of that code. Consequently:
* The equations need to be rewritten (except the ones about derivatives), using
ยง1.3.2.1 of Geomatics Guidance Note number 7 part 2 (April 2015) at the source.
* The providers need to be rewritten by doing a copy-and-paste of an Apache SIS
provider, then replacing the parameter definitions by the ones provided by the
EPSG registry.
