EPSG 9.4 has a missing entry which cause a foreigner key constraint violation.
Coordinate operation EPSG::7957 — _Canada velocity grid v6_ — uses operation
method EPSG::1070 — _Point motion by grid (Canada NTv2_Vel)_ — and defines
values for the following parameters:
* EPSG::1050 — Point motion velocity grid file
* EPSG::1048 — Interpolation CRS code
However, the "Coordinate_Operation Parameter Usage" table contains only the
entry in green characters below. The entry in red characters is missing from
the parameter usage table:
