    SOLR-15342: SolrJ-ZooKeeper should be opt-out in 9x. (#1013)
    
    Meaning a user who doesn't want it has to opt-out.  For backwards 
compatibility when a Maven POM is used by a SolrJ user.  10x is opt-in.
