    SOLR-16825: Speed up OAS generation
    
    Prior to this commit, OAS generation (the ':solr:api:resolve' task)
    scanned all classpath packages for JAX-RS annotations.  This commit
    speeds up the task significantly by restricting its operation to only a
    few relevant packages in the 'api' module.
