Rename CoreAdmin UPGRADECOREINDEX action to UPGRADEINDEX (#4387)
SOLR-18219: Rename the CoreAdmin UPGRADECOREINDEX action to UPGRADEINDEX
for a cleaner API with reduced verbosity.
