[SPARK-9877] [CORE] Fix StandaloneRestServer NPE when submitting application Detailed exception log can be seen in [SPARK-9877](https://issues.apache.org/jira/browse/SPARK-9877), the problem is when creating `StandaloneRestServer`, `self` (`masterEndpoint`) is null.
