You are right. While the build notices for all modules that do download 
resource files that are not under Apache License the Webpage does give those 
information as clearly. 

Similar information should be also added to the integrated NLP frameworks as 
listed under

    http://stanbol.apache.org/docs/trunk/components/enhancer/nlp/
