To workaround problems with multiple initializations of the felix.http.jetty
bundle (encountered by [[email protected]]) this will also streamline the
startlevels as follows
* the OSGI framework is started at level=2 (was 5)
* logging is also started at level=2 (was 5)
* the http.jetty at level=3 - via jarWebSupport in the launchers pom.xml files)
(was 1)
* the http.whiteboard at level=4 (was 5)
