    Run Dependabot against the 2.x maintenance branch (#8596)
    
    Dependabot reads dependabot.yml only from the repository's default
    branch, so picking up the 2.x branch requires duplicating the
    ecosystem entries here with target-branch: "2.x". The new entries
    mirror the existing ones for /examples (maven), / (maven),
    /storm-webapp (npm), and / (github-actions).
