Bump org.apache:apache parent from 39 to 40 (#9149)
The new parent brings apache-rat-plugin 0.18, which also checks the
root .gitignore and the Flux splash banner, and resolves excludes
relative to each module. Add a license header to .gitignore, exclude
splash.txt and match install-shade.txt in any module.
