docs: announce Apache Struts 6.10.0 GA release (#301)
Add 6.10.0 General Availability announcement to announce-2026, bump the
6.x release variables in _config.yml (which also updates the homepage GA
box), and move the superseded 6.9.0 into the Prior Releases table.
