docs: announce Struts 7.3.0 and 6.11.0 General Availability (#322)
Both releases were tagged on 1 August 2026 and their votes closed on
11 August 2026. The site dates announcements by the tag date, matching
7.2.1 (tagged 15 June, announced 30 June, listed as 15 June).
Because both releases share a tag date, the 6.11.0 entry uses the
disambiguated anchor a20260801-6110 so the two GA boxes on the home page
link to their own entries instead of both landing on 7.3.0.
Minimum requirements are unchanged -- verified against the tags' poms:
6.x stays on Java 8, 7.x stays on maven.compiler.release 17.
