docs(skills): resolve Dependabot tickets via Jira transition id (#1985)
* docs(skills): close Dependabot tickets manually in Jira
The Jira MCP cannot transition an Open WW ticket to Closed and there is
no transition tool, so step 5 of merging-dependabot-prs now hands the
ticket over for manual closing as Fixed (first seen on WW-5755).

Replaces the manual hand-over from the previous commit: the Jira MCP can
transition the ticket when given the transition id rather than a status
or transition name. Verified on WW-5755.
