In site/staging, follow-up r1897742, r1897743
* package.html:
(#bigpoint): Rename #windows-cygwin link from "Cygwin" to "Windows-Cygwin"
as the former was inconsistent with the section title and also was throwing
off the alphabetical sort order.
(#windows-cygwin): Remove ".exe" extension from setup-x86 invocations for
consistency with Windows platform conventions and the adjacent setup-x86_64
invocation.
