* tools/dev/unix-build/Makefile.svn: Allow gettext 1.0 to build on older
platforms (SLES12) which do not handle the inline magic required for
the xstring descriptor in gnulib. The build failed because xsd_c() was
not found as an external symbol for its.o where it was expected in
external linkage even though gettext is trying to inline xsd_c().
