[SYSTEMDS-3545] Image Crop Linearized
This commit adds the Crop image instruction to the linearized set of
image instructions. Crop Is yet another instruction that we can further
improve by modifying it into a matrix multiplication.
In this case we need some custom code to setup the multiplication
correctly, but this will be future work.
For now this PR contains the logic of slicing and appending columns
to an output.
Closes #1883
