Provide a way to read the application version from MANIFEST.MF

It would be nice if Tapestry would check the applications manifest for the
'Application-Version' attribute before generating a random application version.
This will be probably an enhancement of TapestryFlter which would provie a
SyntheticSymbolSourceContributionDef after reading the manifest from the
context.
