Please reopen this issue! It is totally valid and a source of great frustration
that repeatedly surfaces in the user mailing list.
Please make it a fatal exception for a Zone to have no developer-assigned id.
IMHO, you could even make it an exception if the values of t:id and id aren't
equal.
